The Tijuana River: one river, two nations, all of us

The Tijuana River runs about 190 km, mostly through Mexico, and meets the Pacific at the Tijuana River Estuary, one of Southern California's last large coastal wetlands. Sewage and trash have kept beaches in Imperial Beach and south San Diego closed for years at a time. It is California's most urgent border water crisis, and one of the best places to see cross-border climate work in action.

A binational Rotary initiative from 2026 to 2036 that brings together nearly 70 clubs in District 5340 with clubs in Tijuana, Rosarito, Tecate and Ensenada, working alongside WILDCOAST, Surfrider San Diego, San Diego Coastkeeper, SDSU, UCSD and others.

The Alluvium Project

Alluvium is the fertile sediment a river leaves behind. The project turns river plastic into building boards on both sides of the border, starting with education and pilot collection in Baja California with RiverRecycle.

Plastics and the bottle bill

California's bottle bill, and what comes next

In the 1980s, working with Californians Against Waste, Bill Shireman helped design California's bottle bill, the CRV deposit system that brought business and environmental groups together to recover beverage containers. Today he leads Solution Citizen and advises EarthX.

In 2026 he urged lawmakers to set aside AB 2253, a recycled content claims bill, and let California's packaging law SB 54 do its work. Steve Bender added his support on Loop Way. Governor Newsom vetoed AB 2253 on September 27, 2026. SB 54 regulations took effect May 1, 2026, with full targets by 2032.

California Climate Month is led by Steve Bender, Chairman of the United States Green Chamber of Commerce and Global Partner Ambassador for EarthX. Through his environmental consulting firm, Sea 2 Sky Solutions, he advises organizations on partnerships, events and sustainability strategy.

Steve is Director for Western North America of the Environmental Sustainability Rotary Action Group and President of the Rotary Club of Newport Beach. He has spoken at Davos and at San Diego Climate Week, and he leads "100 Projects in 100 Countries," a global initiative that recognizes climate solutions.
